On 12/09/09 at 1:56 PM Millard County Sheriff’s Office Dispatch received a call of a 66 year old male that had been ran over by a tractor, at 100 West 400 North in Scipio.
Sheriff’s Deputies, along with the Millard County Ambulance, and Scipio EMT First Responders were dispatched. When medical personnel and deputies arrived, 66 year old Victor Monroe was found lying in the middle of 100 West at about 395 North where the accident had occurred. Monroe was conscious and complaining of severe abdominal pain. Monroe was transported to Fillmore Community Medical Center by ambulance.
There were no witnesses to this incident; a subsequent investigation by Millard County Sheriff’s Deputies concluded the following:
Victor Monroe had an older model tractor attached to a 28’ feed box that was loaded with six, half ton bales, which Monroe used for feeding cattle. In interviewing local residents it was learned Monroe had problems with the tractor throughout the morning, due to the extreme cold weather, and was unable to feed his cattle earlier in the day as he usually did. Just prior to the accident Monroe was able to get the tractor working and was en-route to feed his cattle. Monroe had his flatbed pickup truck parked facing north at 395 North 100 West in Scipio. Monroe drove the tractor next to the truck and parked with the engine still running. Monroe exited the tractor and pitch forked hay from the feed box onto the bed of the truck. As Monroe was attempting to climb back onto the tractor, the transmission was accidentally engaged and the tractor lunged forward causing Monroe to fall from the tractor. Monroe’s abdominal area was then run over by the right rear tire of the tractor, and the single set of dual wheels on the right side of the feed box. The tractor then continued north across State Street, and struck a large tree causing the engine to stop running.
Monroe was stabilized at Fillmore Community Medical Center and then transferred to Utah Valley Regional Medical Center by Life Flight.
